Job Responsibilities of JGC Internal Work Permit Issuer
JGC Gulf Work Permit Issuer
â–ª Shall be familiar with the work conditions in the area and the Company safety rules and
regulations.
â–ª Work Permit Issuers shall be under the supervision of the Field HSE Manager.
â–ª To approve work permits issued for activities inside the DPCU area designated as
Grassroot area under the control of Saudi Aramco Project Management Team and the
Project's Contractor.
â–ª Lead the joint inspection and ensure that the receiver understands all the hazards and
the safety precautions to be taken.
â–ª Discuss, explain, and agree with the receiver all conditions written on the permit.
â–ª Check and ensure the authenticity of documents attached to the application of permit.
â–ª Inspect and close the permit when the job had done.
â–ª Ensure that all necessary precautions have been taken before starting the job, and that
those safe conditions will be maintained throughout the duration of the job.
â–ª Cancel active permits and immediately stop work if change occurs in the work activities
or site conditions that could create additional hazard to personnel, damage to property
or harm to environment.
â–ª Monitor the site activity to verify and ensure that permit conditions and safety
requirements of the issued work permit are continuously adhered to during the execution
of the job.
â–ª Conduct a joint site inspection with the receiver before closing the permit.
â–ª Shall have in his possession a valid certificate issued by JGC Gulf when performing the
job of a Permit Issuer.
â–ª Permit issuer shall not leave the project site during the period that an issued permit is
still active unless he is relieved by an equally qualified/certified Issuer.
QUALIFICATIONS
Permit Issuer
â–ª Experienced SA Certified Permit Receiver in brownfield construction project is preferred.
â–ª Shall have extensive knowledge and experience in Saudi Aramco work permit system
implementation and comprehensive knowledge on the details of this Internal Work
Permit System.
â–ª Shall be assigned as dedicated and Full time Work Permit Issuer only and shall not be
assigned on dual role.
â–ª Shall attend and complete the SA WPR Certification Pre-requisite Training course.
â–ª Work Permit Issuer Certification shall be subject to the concurrency approval of Saudi
Aramco Project Management’s Division Head.
â–ª Completed JGC Gulf IWPS Course and passed the qualifying exam administered by
JGC HSE department.
â–ª Shall be at least of a Supervisory category but shall not be from the project construction
team.
â–ª Shall also complete the additional training as listed in Section 15 “Training and
Certification” of this document.
â–ª He shall be fluent in spoken and written English.
â–ª He must be capable of recognizing hazards associated with the activities in the
Construction field and be competent in identifying the required control measure to safely
perform the job.
Must be familiar with the Emergency Response Plan.
